Recent developments in environmental legislation
and the need for improved urban growth are providing the driving force
for municipalities to find solutions to the difficulties posed when
reclaiming brownfields.
BLOOM developed the 2011 Brownfield Series in
collaboration with municipalities and other stakeholders across Canada.
The Goal: To build capacity by identifying local issues, connecting
stakeholders, and highlighting new approaches, solutions, and ideas
for brownfield redevelopment.
The following Municipalities participated in
the workshop series and have dedicated resources, policies and programs
to tackle contaminated sites and promote brownfield redevelopment.

The City of Brockville is famous
for location, picturesque beauty and base of many multinational
firms. The community is a World Health Organization Designated
Safe Community and is within an enviable United Nations Biosphere
Reserve. Brockville is also a transportation hub on super Highway
401, being centrally located in the Montreal Toronto economic

Brockville evolved from its waterfront
north. Many of the earliest development sites now represent
brownfield redevelopment opportunities. To encourage rehabilitation
and reuse of strategically located lands, the City of Brockville
offers financial incentives through its Downtown and Brownfields
CIP's, administered by the Planning Dept.
The City of Brockville Brownfields Community
Improvement Plan was created to govern tax-based financial incentive
programs for contaminated lands.

The City of Cornwall is one of
the largest cities in Eastern Ontario. It is also one of the
oldest settlements in Canada, yet today boasts a modern economy
led by forward-thinking companies. The City's location on the
St. Lawrence River and its numerous parks and recreational facilities
make the City an excellent place to raise a family.
The City of Cornwall has a number of
programs to help developers revitalize Brownfield sites, through
funding for Environmental Site Assessment, Feasibility Studies,
Tax Increment Grants, Municipal Planning and Development Fees
Grant and Discretionary Municipal Tipping Fees Grant. Both programs
are key for new developers and existing local firm's who wish
to access viable sites already located in the main commercial
corridors. Cornwall continues to evolve as revitalization projects,
environmental initiatives and new business activities combine
to improve local economy.

The Heart of the City initiative
is a broad-based community rejuvenation plan which brings together
the diversity of business, community and civic interests in
the City to focus resources on the creation of a livable and
economically vibrant urban core for the city.
The Heart of the City Community Improvement
Plan (CIP) is the result of significant visioning, research,
analysis and policy formulation undertaken by the Heart of the
City with the full support of the Council of the City of Cornwall.
Heart of the City Toolkit: The
Heart of the City has launched an online Toolkit, designed to
provide a single source of information and resources available
in the community to current property owners, prospective owners,
and developers who are looking to make improvements or develop
new or existing properties in the Heart of the City. The Toolkit

The Contaminated Gas Stations Task
Force was created to establish the City's position on contaminated
gas station sites and to advocate to other municipalities,
the provincial or federal government, or other stakeholders
on behalf of City Council. The Task Force will also develop
a plan for the City that will encourage contaminated gas station
site clean-up, identify barriers to clean-up and ways to address
the barriers.
The Brownfield Redevelopment Grant
Program is a pilot program that promotes development of such
lands by helping cover some of the clean up costs. The new
revised Brownfield Grant Program launched in March 2011.
The City of Hamilton offers a
number of programs for property owners and developers to help
offset costs of improvements and conversions of brownfields,
heritage properties, core area properties and buildings and
LEED's certified buildings.
The City of Hamilton's Environmental
Remediation and Site Enhancement (ERASE) Community Improvement
Plan is a comprehensive set of programs designed to encourage
and promote brownfield redevelopment. As its name suggests,
the Plan is designed to "erase" brownfields by providing
financial incentives to clean them up and replace them with
productive economic land uses, thereby improving both economic
opportunities and environmental conditions in the City.
Properties within the ERASE Community
Improvement Project Area are eligible for the programs, subject
to meeting the program requirements contained in the ERASE Plan
and all other requirements of the City.

Study Grant Program (SGP)
Grants for 50% of cost of Phase II environmental site assessments
(ESAs), risk assessments and remedial work plans, up to
$20,000 per study and $25,000 total per property/project.
Five (5) years from introduction*.
Redevelopment Grant Program (RGP)
Grants to property owners who undertake redevelopment. Pay-as-you-go
grants equal to 80% of increase in municipal portion of
property taxes for up to 10 years.
Ten (10) years from introduction*.
Grants paid out for up to ten (10) years.
Tax Assistance Program (TAP)
Tax assistance to a property in the form of a freeze or
cancellation of part or all of the taxes levied on that
property for municipal and school purposes during the rehabilitation
and development period.
Ten (10) years from introduction*.
Downtown Hamilton / West Harbourfront
Remediation Loan Pilot Program
Loan to property owners who undertake remediation to facilitate
residential and commercial redevelopment in the Downtown
Hamilton and West Harbourfront areas.
One (1) year from introduction.
Municipal Acquisition and Partnership
Program (MAPP)
Acquisition and redevelopment of key strategic properties
by City. Partnership in public/private sector remediation
and redevelopment initiatives.
Concurrent with the RGP (#2)*.
Marketing and Opportunities Program
(MOP)
Marketing program to market the ERASE incentive programs
and key redevelopment
opportunities to the development and real estate industry.

North Bay:Brownfields Community
Improvement Plan (BCIP)
The City of North Bay has a number
of sizeable and strategically significant sites in the Downtown
and surrounding areas that are classified as a Brownfield. A
series of investments by the City of North Bay has created a
unique opportunity to redevelop these Brownfield sites. Most
notably, the City of North Bay is in the process of redeveloping
over 30 acres of Brownfield site into a Community Waterfront
Park. As well, the implementation of the Downtown Community
Improvement plan has assisted in the redevelopment of the Downtown
core. The next phase of revitalization is to redevelop Brownfield
sites. To help private sector proponents overcome the financial
barrier to investing in these Brownfield sites, the City of
North Bay has launched the Brownfield Community Improvement
Plan, which provides a combination of financial incentives.

The Region of Waterloo's history
as a manufacturing centre has increased the potential for brownfields
in prime locations throughout our cities and towns. With provincial
and regional growth management policies that encourage the compact
development of existing "built-up" areas in order
to make better use of infrastructure and services, brownfield
clean-up and redevelopment offers a key opportunity for reurbanization
to create a more transit-supportive, sustainable and healthy
community.
