Frequently Asked Questions

Why Former Service Stations?
Former service stations are the most common type of brownfield site in Ontario. The properties often contain contaminated soil and are small in size. Creative exit strategies may be required for the redevelopment of former service stations.

What is the Framework?
The Redevelopment Framework for Former Service Stations in the Province of Ontario is a decision-support tool that guides municipalities, property owners, developers, and other stakeholders through the redevelopment of typical service station sites. By applying the Key Elements, Guiding Principles and Best Practices of the Framework, users will improve their ability to successfully navigate the redevelopment of under-utilized and abandoned service stations.

How do I use the Framework?
The Framework Diagram outlines the stages and "thought process" that stakeholders should follow when redeveloping a typical service station. Municipalities can use the Framework Diagram to navigate the redevelopment path and click on Key Elements to obtain more detailed information. The Framework provides a series of introductory questions for municipalities and property owners and developers that will help guide users to the sections of the Framework that meet their particular needs.

How was the Framework Developed?
The Framework was developed by BLOOM with support of the Province of Ontario and the Canadian Petroleum Products Institute. It was created through a stakeholder process that included representatives of Municipal, Provincial, and Federal governments, property owners, consultants, and investors. For a list of stakeholders that participated in the process please refer to the Partners page.
