Stage 1: Setting the Stage
Stage 1 in the Framework involves prioritizing service stations as an important redevelopment opportunity, engaging all stakeholders in early discussions and dialogue, conducting Phase 1 Environmental Site Assessment, and developing municipal planning tools that will facilitate the redevelopment of typical service stations. Setting the Stage focuses on linking opportunities, cooperative approaches, coordination between jurisdictions including upper- and lower-tier governments, identification of interim and end land-uses to create value and both mandatory and recommended public communication.
