In addition to the public consultation that is required for the planning approvals, developers, municipalities, and any other relevant stakeholders should work together to identify potential property end-uses and opportunities. If no feasible end-uses are available, stakeholders can work together to move the property to a more favourable section of the Screening Matrix for Property Use and Redevelopment Potential.

It is also important for the developer and the Municipality to work together to address any off-site considerations that might exist. This issue can pose a major barrier to redevelopment so it is important to maintain an open and constructive relationship with all involved parties.
