Stage 2: Evaluation and Planning

Stage 2 in the Framework provides the tools for determining the viability of the former service station site redevelopment project. Each typical service station site has its own risks and benefits that must be evaluated and assessed in terms of the local economic, environmental, health and social drivers. This stage emphasizes the importance of high quality, comprehensive site assessments, identifying the redevelopment potential and options for typical service stations, creating value for service station projects, developing municipal protocols to manage offsite migration of Contaminants of Concern (COCs), environmental site management options, when to request a Record of Site Condition (RSC), and how to achieve the greatest gain from financial incentives through property assessments. Evaluation and Planning focuses on linking planning approvals to developer's timelines, site valuation, technology selection and both mandatory and recommended public communication.
