Raise Awareness

Successful redevelopment starts with developing awareness of the issues and the benefits to the municipality regarding brownfields redevelopment. Raise awareness amongst council members, municipal staff and the general public regarding the barriers, benefits, potential opportunities and incentives required for brownfields redevelopment and in general community improvement planning. In order for things to happen differently, community and municipal willingness must exist including an openness to explore new ideas and innovative solutions. 

Brownfield projects are challenging, specialized and require a dedicated and unique approach. Positioning the right players within your team and developing a strategy will pay dividends. To maximize the benefit of brownfields projects, municipalities must spend more time up front to design a redevelopment strategy and Community Improvement Plan (CIP) within their Official Plan (OP).

Municipal Leadership

Many Ontario municipalities have made brownfields one of their planning and economic development priorities. They are raising the issue and forming partnerships with community groups, developers, architects, land-use and environmental planners and consultants, the legal community and other interested parties. They are doing so to develop strategic and innovative ways to “put” brownfields back into productive use.

The Brownfields Decision Tree

The Brownfields Decision Tree outlines the Five Steps to Redevelopment in the Brownfields Toolbox through a flow chart. The Decision Tree displays the stages and "thought process" that a municipality should follow for brownfields redevelopment. 

The Decision Tree is not a prescriptive process, but rather a guidance document with suggested steps. These steps have been flagged as important and necessary to successful redevelopment to Ontario municipalities. The Decision Tree was developed based on input from several Ontario municipalities that have tackled the challenge of brownfield redevelopment.

The 10 Key Elements of a Brownfields Redevelopment Strategy for Ontario Municipalities presents the basic elements of the Brownfields Toolbox. Municipalities should consider all elements when creating a vision for community improvement and brownfields redevelopment:
